God had commanded that things be made and they could not be made without people who were skillful. As we read through these chapters we find that people who were capable did the work. It is not God’s mode of operation to command His people to do things that they cannot do.
In Exodus 35 there was a call for people to willfully offer things. In Exodus 36 we find that the people gave so abundantly that it was beyond what was needed.
These chapters give detail of God’s instructions being carried out. The details might seem tedious to us, but it is good to see that instructions were being followed carefully.
